Non working Cannabis oil

Hi. I got a bottle of Cannabis oil from a health practitioner and it didn’t do anything to me. I suffered from insomnia which is now much better due to other medication but I also had inflammation. How do I know where to buy Cannabis oil that is not addictive and which doesn’t produce a high but is effective medicinally?
